A Career in Milestones

1990s
The Formative Years
  • Active volunteer in Rashtriya Swayamsevak Sangh (RSS) — participated in daily shakhas, ideological training camps, and community service programmes rooted in Dr. K.B. Hedgewar's philosophy of disciplined national service
  • Student leader in Akhil Bharatiya Vidyarthi Parishad (ABVP) — rose rapidly to become Mumbai Secretary, leading college campus mobilization campaigns across dozens of institutions in western Mumbai
  • Joined BJP Yuva Morcha (BJYM) — became President of the Mumbai unit, focusing on expanding the party's base among college students, young professionals, and first-generation voters
  • Built an organizational network spanning Bandra, Khar, Santacruz, and Vile Parle — a geographic footprint that would later become his electoral base
  • This RSS → ABVP → BJYM progression represents the most systematic, ground-up entry into Indian politics — a trajectory that builds organizational instincts unavailable to politicians who enter through family or celebrity routes
Early 2000s
Municipal Politics
  • Elected Corporator from Khar West ward in the Brihanmumbai Municipal Corporation (BMC) — India's richest municipal body, overseeing a budget larger than many Indian states
  • First elected public office — establishes reputation for hands-on, responsive governance on local civic issues including water supply, road maintenance, drainage, and housing
  • Learned the mechanics of urban governance from the inside: navigating BMC bureaucracy, managing contractor accountability, and mediating between citizen demands and administrative capacity
  • Built deep grassroots recognition in the Bandra-Khar belt through accessible, persistent engagement with residents — laying the foundation for future Assembly elections
2012
Maharashtra Legislative Council
  • Appointed Member of the Maharashtra Legislative Council (MLC) on 28 July 2012
  • Served until 27 July 2014
  • Established himself as a diligent legislator in the upper house
2014
First MLA Victory
  • Contested Maharashtra Legislative Assembly elections from Vandre West (Constituency No. 177) — a seat held by Congress for decades, considered a stronghold of veteran leader Baba Siddiqui
  • Won decisively: 74,779 votes (50.93% vote share) — riding the Modi wave but delivering a margin that exceeded party averages in Mumbai
  • Defeated Congress heavyweight Baba Ziauddin Siddique by a commanding margin of 26,911 votes (18.52%) — a result that stunned political observers given the constituency's historical Congress tilt
  • Successfully converted Bandra West from a Congress stronghold into a BJP seat — a realignment that has held across three consecutive elections
  • The victory reflected years of grassroots organizational work rather than overnight electoral fortune — Shelar's deep Bandra-Khar networks transformed latent support into decisive electoral outcomes
2015–2017
Mumbai BJP Leadership & Cricket
  • Elected Vice President, Mumbai Cricket Association (June 2015)
  • Elected President, Mumbai BJP unit — begins first of three consecutive terms
  • Elected President, Mumbai Cricket Association (12 January 2017)
  • Aligned party's developmental agenda with Mumbai's needs, leading to multiple election victories
2019
Re-election & Ministry
  • Re-elected MLA from Vandre West: 74,816 votes (57.11% vote share)
  • Defeated Congress candidate Asif Ahmed Zakaria by 26,507 votes (20.79%)
  • Appointed Minister of School Education, Sports & Youth Welfare in the Devendra Fadnavis government
  • Initiated education reforms integrating proactive learning with traditional academics
  • Brief ministerial tenure before MVA government formation
2019–2022
Opposition & Party Building
  • Served as one of BJP's most prominent and effective opposition voices in the Maharashtra Legislative Assembly after the MVA coalition (Shiv Sena-NCP-Congress) formed the government
  • Continued as Mumbai BJP President — maintained organizational infrastructure, morale, and electoral readiness even during political adversity
  • Appointed Chief Whip, Maharashtra Legislative Assembly — responsible for ensuring party discipline during critical floor votes and legislative debates
  • Played a crucial organizational role during the turbulent 2022 Shiv Sena split led by Eknath Shinde — helped stabilize BJP's position in Mumbai during Maharashtra's most dramatic political realignment in decades
  • Kept the BJP's Mumbai machinery functional and battle-ready, ensuring the party was prepared for the subsequent elections that would deliver a historic mandate
2022
BCCI Treasurer
  • Constitutional amendment allowed MLAs to serve as BCCI office-bearers
  • Elected Treasurer, Board of Control for Cricket in India (BCCI) in October 2022
  • Represented BCCI on the Asian Cricket Council board
  • Managed finances of India's richest and most powerful sporting body
2024
Hat-trick Victory & Cabinet
  • Elected MLA for the third consecutive time from Vandre West
  • 82,780 votes (55.51% vote share)
  • Defeated Congress candidate Asif Ahmed Zakaria by 19,931 votes
  • Described in media as a "potential Chief Minister candidate" during Mahayuti government formation
  • Sworn in as Cabinet Minister (December 2024) — portfolio: Information Technology & Cultural Affairs
  • Stepped down from BCCI Treasurer (Supreme Court rules prohibit ministers from holding cricket board positions)
